Founded in 1989 by Sandra M. Smolnicky, Dockside Solutions, Inc. (Dockside) is a for-profit Maryland corporation that provides human services and organizational consulting services; social services program design; residential and commercial construction project management; business management; residential, community-based program development services to organizations that service children, youth, adults, and families; and, temporary and permanent staffing services. Since its foundation, Dockside has consulted with over sixty public agencies and private companies that operate or build affordable housing, child welfare, juvenile justice, substance abuse, mental health management and treatment, and education programs for needy children, juveniles, adults, and families. 

While the majority of its consulting and program development has been in Maryland, Dockside has also aided programs in Arizona, Arkansas, Delaware, the District of Columbia, Florida, Georgia, Iowa, Louisiana, Michigan, Missouri, North Carolina, Pennsylvania, Tennessee, Utah, Vermont, and Virginia. Dockside is certified as a Maryland Minority Business Enterprise (DOT MBE 96-257) and as a MBE in Anne Arundel County, Howard County, and Montgomery County, Maryland.  Dockside is a certified Women’s Business Enterprise (WBE) in Baltimore City (# 09-005283).

Dockside is best known for its organizational and consulting work with companies that provide child welfare services to Maryland’s youth and families. Ms. Smolnicky and the Dockside Team have guided more than a dozen start-up organizations through Maryland’s intensive and complex single-point-of-entry process for new child welfare agencies and have helped more than twenty companies to get licensed in Maryland as either child placement or residential programs. In some instances, this process includes location selection and renovation of a facility. Dockside has also written policies and procedures manuals for almost two dozen companies, often writing multiple manuals for companies with programs in multiple states. Dockside’s specialty is prioritizing, facilitating, and completing projects that require intense periods of work, concentration, tight supervision and coordination. 

In addition to our well-known expertise among child welfare and juvenile justice practitioners in Maryland and the Mid-Atlantic region, Dockside has provided real estate and construction management services; procurement and management of furniture, fixtures and equipment selection, ordering payment and delivery logistics including cost certification; Request for Proposal development and oversight of bid processes; quality assurance and internal contractual audits; feasibility studies, market, community, and regulatory analysis; temporary and permanent staffing services; manual development and proposal writing; and, team and management training services to dozens of companies.
