Dockside provides human services and organizational consulting services; social services program design; residential and commercial construction project management; business management; residential, community-based program development services to organizations that service children, youth, adults, and families; and, temporary and permanent staffing services.

SERVICES & PROGRAMS RESULTS

Public and Private Facility Consulting

• Dockside has consulted in the construction and development phases of various public and private housing facilities throughout the State of Maryland. Dockside’s responsibilities for these sites include overall project management, RFP writing and selection of vendors, management of vendors, contract management, furniture and signage procurement, coordination of delivery, and installation logistics.

Contract and Internal Audits

• Dockside currently provides and independent quality assurance and internal audit to the private company that manages child support enforcement cases in Baltimore City and Queen Anne's County, Maryland. Working with the company and the Maryland Department of Human Resources (DHR), Dockside provides an objective, independent assessment of the company's case management and financial and customer service performance. As part of this project, Dockside performs quarterly, statistically valid audits of approximately 92,000 active child support cases in Baltimore City and Queen Anne's County.

Marketing, Community, and Regulatory Analysis

• On behalf of dozens of public agencies and private companies, Dockside has conducted market and regulatory analyses in a variety of topic areas. Specifically, Dockside recently developed a Community Needs Assessment for children and youth in Harford County and consulted with the Abell Foundation to conduct a feasibility study for a residential charter school in Baltimore.

Temporary and Permanent Staffing Services

• Dockside provides temporary and permanent staffing services to public agencies and private companies, particularly assisting entities in managing Medicaid collections.

Manual Development and Proposal Writing

• Often in conjunction with licensing submissions, Dockside has developed policies and procedures manuals for dozens of foster care, independent living, adoption, child placement, and other child welfare companies operating in Maryland, the Mid-Atlantic region, and nationwide. Dockside has assisted several companies in responding to RFPs for services in a variety of areas, including managed care child placement and child welfare, mental health, construction management, and education. Dockside has also contracted with Maryland state and county government agencies to write RFPs in these service areas.

Training Curriculum Development

• Dockside has facilitated dozens of management trainings and retreats, many via the Team Spirit training program, in which multiple Dockside employees are certified. Dockside has also written and produced comprehensive training materials for serveral companies, including training curricula, participant handbooks, and training needs assessments.

Program and Business Development

• Dockside provides program and business development services to a variety of companies, primarily companies in the child welfare field. Dockside has introduced several start-up companies to key Maryland officials and has consulted with many vibrant companies as they expand their services array.
